By the year 2060, almost all marriages ended in divorce within the first 5 years. Only about 10% lasted beyond that. The few marriages that survived beyond 5 years were only kept alive by what the government deemed to be immoral means.
The Trust decided that love was the issue. To many young people confused lust for love, and then the marriage failed. They decided that arranged marriages were the way to go. They would take the algorithms from the various dating sites and put them to good use. The Trust would tell you who to marry and when. While they were at it, since they were being so careful to match you, they would simply make divorce illegal.
Because they knew there would be massive rioting if they tried to roll out this program all at once, they started it as a ‘test’ program that people could opt into. As the program grew, and they could show their ‘success’, over the course of several years, it went from voluntary to mandatory
As with most edicts from power-hungry governments, it didn’t just stop with marriage. Anything they deemed immoral was outlawed as well. To make policing simple for themselves, these immoral acts would land you with a death sentence.

The current year is 2190. Almost all disease has been wiped out. A few rare cancers and other diseases still remain. Orphanages are run by the state, staffed by a male manager and widowed women and undrafted girls. The borders were closed in 2100, so without fancy tricks, everyone born in the last 90 years is American - through and through.Tidewater, Rhode Island is located on scenic Aquidneck Island, near present-day Newport and Fort Adams Point State Park. (Newport was destroyed during the Bleeding Years of 2041-45 and Tidewater rose up from the ruins.)
Formerly a summer resort town for government elites, the city fell out of favor as a vacation destination after the purchase of Mexico, although it is still popular among residents of Federal Region 1. Until the Ashpoint Incident, there were approximately eighteen thousand residents. That number is expected to rise to twenty or thirty thousand by the time the relocation process is complete.
When the series of underground explosions rendered Ashpoint, Massachusetts uninhabitable, the Trust relocated the citizens to the surrounding areas--Fall River, Massachusetts and Tidewater, Rhode Island took on the brunt of the survivors and relocated citizens.
The longtime residents of Tidewater aren't necessarily happy about their new residents, but when the Trust says "take them in", you damn well do it.
